Huntsville, Alabama: MartinFederal Consulting, LLC (MartinFederal) announces Phil Nivens to the MartinFederal senior leadership team as the Director of Programs. As the Director of Programs Phil will collaborate with CEO, Corey Martin, and COO, David Mathis in setting and driving strategic goals and translating strategy into actionable performance goals for all MartinFederal programs. In addition, Phil will mentor and empower program managers with the leadership and resources they need to successfully deliver superior services to our customers, devise evaluation strategies and tools to monitor financial and service delivery performance across all programs, drive operational efficiency and productivity through streamlined processes, tools and policies and ensure program operations and activities adhere to legal guidelines and internal policies.

Prior to joining MartinFederal, Phil worked for SAIC as a Program Management Senior Manager. His last role was serving as the Deputy Program Manager for the U.S. Army Aviation and Missile Life Cycle Management Command (AMCOM LCMC) Information Technology Support Services (ITSS) II and most recently ITSS III contracts. His leadership and guidance over the operational planning, establishment, execution, and evaluation of program level actions resulted in SAIC’s first Capability Maturity Model for Services (CMMI-SVC) rating of Maturity Level 2.Mr.
Phil’s previous role with SAIC was the Program Manager on DoD’s Base Realignment and Closure (BRAC) program, moving the Missile Defense Agency’s (MDA) unclassified IT services from the National Capital region to Huntsville.
Phil also led the IT Solutions Division, responsible for the development of business operations, marketing strategies and bid and proposal efforts during his time as the IT Division Manager for InfoPro Corp., He managed contractual and financial efforts on federal accounts and/or new opportunities within the U.S. Army, U.S. Air Force and NASA accounts with revenue in excess of $39 million dollars.
Phil currently maintains a Project Management Professional (PMP) certification and ITIL Foundation 3 certification. As a Leadership Greater Huntsville alum, graduating from the Management Academy, he continues to volunteer his time speaking during program days. Phil also serves on the Board of Directors for the Armed Forces Communications and Electronics Association (AFCEA) as the VP of Education.
